    Sure is mate! Thats how i come interested too. Climate is really perfect....at least good for me during summers as you know hehe. Yes sports are really popular here and it have rival of new sports centre to boost economy:D

    BALLINA will take on a city-like appearance with the addition of not one, not two but three sets of traffic lights along Kerr Street, which is the Pacific Highway route through town.

    Work is currently under way at the intersection of River and Kerr streets, where traffic lights will take the place of the roundabout.

    The River/Kerr streets upgrade is due for completion in November, with work being undertaken by Ballina Shire Council on behalf of the Roads and Traffic Authority (RTA).

    An RTA spokesperson said the lights were being installed to 'reduce traffic delays and improve traffic flow' at the busy intersection.

    The spokesperson said that once finished, work would then start on the upgrades of the intersections of Kerr and Fox streets and Kerr Street and Bangalow Road, where traffic lights will replace the roundabouts.

    That work is being funded by the developer of the Ballina Central shopping centre, Mirvac, as part of the development approval conditions.

    While the shopping centre was built two years ago, negotiations with the developer and the RTA were only recently completed.

    It is expected that work will start on the Bangalow Road and Kerr Street intersection first.

    The RTA will manage the projects with the developer to carry out the work.

    The RTA spokesperson said the intersection upgrades would be scheduled to minimise disruptions during the Queensland and NSW school holiday periods.

    The River/Kerr streets lights will be Ballina's third set of traffic lights.

    The pedestrian lights in River Street were installed in 2003 with the upgrade of Ballina's CBD, replacing a pedestrian crossing.

    The lights on Kerr Street at the entrances to the Ballina Fair and Ballina Central shopping centres replaced pedestrian crossing lights nearby, and were installed when Ballina Central was built.

    Meanwhile, the RTA has released a series of design changes for the $640m 12km Ballina bypass, which are now on display.

    One of the major changes is the removal of the flyover bridge to connect the Pacific Highway with the Bruxner Highway, which means traffic coming from Alstonville and wanting to head south on the Pacific Highway will be directed to the Teven Road interchange instead.

    Bruxner Highway and Pacific Highway traffic will be separated at Teven Road, which the RTA said would improve traffic safety and flow.

    Other changes include: a longer bridge over the Teven Road interchange to 'reduce the height of the embankment in the area of deep, soft soils, and thereby speed up construction'; and the moving of the Cumbalum interchange to again speed up construction.

    The RTA encourages the community to comment on the refined design, which will be on display at the following locations:

    n Ballina Shire Council, corner of Cherry and Tamar streets, Ballina (Mon-Fri, 9am-4pm). n Ballina Motor Registry, Ballina West Shopping Centre, Ballina (Mon-Fri, 9am-5pm). n Ballina Bypass Alliance Community Information Centre, corner Teven Road and Pacific Highway, South Ballina (Mon-Fri, 9am-5pm)

    The RTA has formed an alliance with Leighton Contractors, Maunsell AECOM, SMEC and Coffey Geotechnics to design and build the Ballina bypass.

    Crossing 'is needed'

    DAVID McCarthy reckons it's only a matter of time before a pedestrian trying to cross the busy Pacific Highway at West Ballina is hit by a vehicle.

    The resident of the estate behind the Big Prawn has been battling the Roads and Traffic Authority for about 18 months to get a pedestrian crossing over the highway where one of the pedestrian refuges has been cut into the grassed median strip.

    "It's a safety issue," Mr McCarthy said.

    "I feel as though the only safe way to cross the highway is to get into the car and drive."

    Mr McCarthy, however, doesn't have that option.

    He is vision impaired and restricted in his mobility following an accident in 1987 where he was hit by a car while trying to retrieve an excavating machine which had come off a trailer on a Sydney freeway.

    "I wouldn't want anyone to go through what I've had to go through," he said.

    But he said that any time he had to go to an appointment in Ballina's CBD, he had to cross the road in his scooter to connect to the shared path on the southern side of the road where the local shops also are located.

    He said he and many other local residents - including school children had to cross the road every day, and 'we are taking our lives into our own hands'.

    He moved to the area in February last year from Bourke after his wife took a job transfer to Ballina.

    He first took his complaint to Ballina Shire Council, and then to the RTA, but without success.

    In June this year, he had a conciliation meeting with the RTA organised by the Human Rights and Equal Opportunities Commission.

    He also has taken his complaint to the Federal Government-funded Ability Incorporated Advocacy Service, which is now helping him.

    A petition Mr McCarthy organised collected 270 signatures, and 16 letters of support from local businesses.

    He said a pedestrian crossing and signage was a cost-effective solution to his safety concerns.

    A spokesperson for the RTA said installation of marked pedestrian crossings in NSW is based on vehicle and pedestrian numbers at a given location. "The number of pedestrians crossing the Pacific Highway at West Ballina does not warrant the installation of a painted pedestrian crossing," the spokesperson said.

    "To help pedestrians crossing the highway at this location, the RTA installed pedestrian refuges and additional signs, and improved visibility for motorists."

    Ballina council pushes for a new marina

    BALLINA Shire Council is doing its bit to push forward plans for a marina.

    Council's general manager, Paul Hickey, said the council had written to the NSW Minister of Lands, Tony Kelly, to find out what was happening with the approval process for the Richmond River Foreshore Master Plan, which includes a marina, and council also had written to the department to see if it was eligible for grant money on offer for dredging.

    The council signed off on the Richmond River Foreshore Master Plan last year, and it has been with the Department of Lands since.

    Meanwhile, Mr Kelly last week announced a $1 million funding package for strategic navigation dredging and invited coastal councils to submit expressions of interest.

    Mr Hickey said council was pleased to see the announcement of the dollar-for-dollar funding for dredging, but said the council wasn't sure if it would qualify for a share of the money.

    He said dredging would go hand in hand with a marina to provide more open water not just for Ballina's commercial fishing fleet, but for visiting boaties.

    He said council was considering dredging the bar and potentially into North Creek and the lower Richmond River channel.

    Mr Kelly said most of NSW's ports played an integral economic role in their coastal communities 'so it is important that we are able to keep them open for both commercial and recreational marine traffic'.

    He said boat registration had increased by 33 per cent over the last 10 years.

    Rous may pull the plug

    ROUS WATER looks set to consider options other than building a dam at Dunoon to address the issues of supply and demand of future water use.

    After a stakeholder's meeting on Thursday, Rous Water's operational services manager Wayne Franklin said he would recommend to its council that the terms of reference be broadened for the project.

    "There was a strong sense (from the meeting) that there were more gains to be made in demand management and alternative water sources that may negate the need to build the Dunoon dam," Mr Franklin said.

    The stakeholders meeting included representatives from the four constituent councils of Byron, Ballina, Lismore and Richmond Valley, as well as affected residents from The Channon and Dunoon. There were also representatives from the Department of Primary Industries, the Department of Water and Energy, and the Farmers Association, among others.

    Nan Nicholson, from The Channon, said she was encouraged by the stakeholders meeting and was considering putting herself forward to be on the Project Reference Group, after initially being sceptical of the public consultation process.

    "I feel mildly excited that we might be in a new phase where the whole community can get involved in their own water management," she said.

    "If we look at options for the whole region that involve demand management, and when people stop flushing drinking water down the toilet, and we've all got rainwater tanks, then we can start talking about building another dam," she said.

    Lismore councillor Vanessa Ekins said only 2 per cent of household water was used for drinking and cooking. She said most was used on the toilet, followed by the laundry and the bathroom.

    "It's important we're not locked into this whole narrow focus of building a dam. We need to look at other ways we can reduce demand on the reticulated water supply," she said.

    Cr Ekins said it was 'un-Australian' not to have a water tank and recently put a proposal before Lismore Council to have them included as a mandatory requirement for all new buildings.

    Cr Ekins also said the formula used to calculate 'secure yield' the amount of water that can be taken from a source over a number of years without depleting it was wrong.

    "The formula is adopted from the Department of Works and relies on water restrictions only being used 5 per cent of the time and only once every 10 years. During the worst drought on record we were still supplying 80 per cent of the (average) demand for water. We could cope with more restrictions than that," Cr Ekins said.

    Wayne Franklin said Rous Water had resolved 'to be in a position to build Dunoon dam when it was needed', but pointed out that Rous Water had not decided to build the dam.

    "If all else fails we want to be in a position to build Dunoon dam. We may indeed look at how we can negate the need to build it, but that would still necessitate council doing the preliminary work," he said.

    "We should run the evaluation of the dam to a point where we can say if it is a viable project or not."

    Mr Franklin said there was still extensive geological and costing work to be done to see if the new dam was viable and Rous Water would continue to carry out those evaluations.

    Sue Higginson, from the Environmental Defenders Office, was concerned that Rous Water was seeking to get the dam approved under section 3A of the Environmental Planning and Assessment Act, which she described as a 'streamlined approval process' with the Minister as the consent authority. There would also be no requirement to have an environmental impact statement or a species impact statement.

    There was a Today Tonight story about how the transported the chickens between shops in the boot of a car which let them fester and get gross.

    Land clearing works started on RiverOaks urban releases next to newly building Ferngrove at Pacific Hwy North.

    Site works started on 24/7 McDonald's and 24hours 7-Eleven.
