    "Basically, people should be putting money into INDEX FUNDS when they can't demonstrate that an investment with similar characteristics is better. For intance, suppose that they go to a long equity manager. In order to give him money, I think they should have to demonstrate the index that most closely matches him - small stock, intermediate stock, growth, value - is not as good."
